At a Public Inquiry the Traffic Commissioner looks at the transport manager as well as the operator, and can find that a transport manager has lost their good repute and disqualify them from the role. Statutory Document No. 3 says you must “effectively and continuously manage”. Doing the work isn’t enough: you have to show it was done, when it was done, and what you did when it wasn’t. Does Roadworthy replace the transport manager?
No. It gathers the evidence, chases the dates and files the paperwork. The transport manager answers the exceptions, makes the decisions and signs. Nothing is signed for you.
I'm an external transport manager. Does it work for me?
Yes. The signed record works for any period, so you can sign for the time between visits. If you look after several operators, one login switches between them, and each operator's records stay separate.
What does the weekly record cover?
Checks, defects, inspections, licence checks and briefings from the week's own records, set against the transport manager's duties in Statutory Document No. 3. Anything short of the standard needs a written answer or an action before the week can be signed.
